Interim Chin National Consultative Council
The Interim Chin National Consultative Council (ICNCC) was formed on April 13, 2021, to lead political work on behalf of Chin State and the Chin people.
The ICNCC is made up of the Chin National Front, political parties and parliamentarians in the state who won the 2020 election and are not cooperating with the military council, CDM staff, strike committees, civil society organizations, and youth and women. (ICNCC Statement No. 3/2022) In Statement 1/2021, the ICNCC announced that it would work to resist dictatorship to the end, to build a Chin State with guaranteed self-determination, and to build a federal democratic union with guaranteed equality.
It also announced that it would form a Chin State government and carry out legislative, executive and judicial affairs, and would send representatives to form the NUCC and NUG.
After the military council began shelling Thantlang in Chin State from September 2021 and burning homes, churches and religious buildings, the ICNCC issued a statement urging the military council to stop its war crimes and return state power to the people's government, the UNSC to convene a special session and take action, and the international community to pressure the military council to allow humanitarian assistance. It also issued statements opposing and condemning the military council's acts of violence, together with details of the incidents. It has also worked together with the National Unity Government (NUG). Its first-anniversary statement said it would coordinate and work with the relevant groups to bring about a Chin charter and a Chinland government.[i]
On May 13, 2022, it announced that it was preparing, together with the NUG Ministry of Planning, Finance and Investment, to begin selling Spring Revolution special lottery bonds for Chin areas. Then, on May 15, it announced that it recognizes interim education work and will coordinate with relevant groups, including the NUG Ministry of Education, to develop the necessary Chin State education policies and procedures.
On May 30, it announced that it had formed a Chin Charter Drafting Committee to obtain a Chin charter based on a federal democratic system for the emergence of a Chin State government, and was working to obtain a single text draft and to have it widely discussed and approved by Chin revolutionary forces.
On June 29, it announced its recognition of interim people's administration bodies. On January 10, 2023, the military council carried out an air strike on Camp Victoria, the headquarters of ICNCC member the Chin National Front. In a statement dated January 10, 2023, the ICNCC said this attack only strengthened the anger and resolve of the Chin people to uproot the military council, and that it would continue to resist the military council.
On February 20, 2023, the diamond jubilee Chin National Day, the ICNCC urged the Chin people to beware of the coup junta's incitement and threats, and to build Chin unity centred on mutual respect, recognition and need.
On April 4, 2023, the Chin National Front informed the ICNCC that, under decision 2(a) of its Central Executive Committee coordination meeting, it was withdrawing from the ICNCC. April 15, 2023, marked the second anniversary of the ICNCC's formation.
The ICNCC issued a statement saying that it is working on revolutionary-period matters concerning the whole Chin nation, including the process of drafting and enacting the Chin charter and developing a Chin State administrative mechanism; that it is well aware of dissatisfaction with the council and will make reforms on all fronts; and urging everyone to continue to stand firm and strive with revolutionary vigilance until the goals of the whole Chin nation are achieved.
The ICNCC is a member organization of the National Unity Consultative Council (NUCC).

Tedim Township Representatives Urge Chinland Council Forces to Halt Military Actions
The 2020 elected representatives of the Tedim township issued a statement on January 17th and called for the immediate cessation of military operations of the Chin National Front (CNF) and other members of the Chinland Council during a period of intense military action led by the Interim Chin National Consultative Council (ICNCC) and Chin Brotherhood (CB), with the objectives of carrying out urban warfare.
Dispute Erupts Among Revolutionary Groups Regarding Tedim City Seizure
The Zomi Federal Union/PDF Zoland announced on January 15 that the Chin Brotherhood (CB), the Interim Chin National Consultative Council (ICNCC) defense force, had already set up a process to develop the city, the capital of the Zomi people, into a liberated area, and would not hand over the city to any organization such as the SAC, Chin National Front (CNF/CNA), and PDA.
CDF Kanpetlet to accelerate reorganization of forces
The Third Kanpetlet Township Conference stated on September 3 that the Chin Defense Force (CDF - Kanpetlet) will be restructured with a Commander-in-Chief system to increase the revolution's momentum.

The NUCC announced that the second People's Assembly, led by the National Unity Consultative Council (NUCC) and held over five days from April 4 to 9, adopted three resolutions concerning local administration and the rule of law, the terrorist military's illegitimate People's Military Service Law, and the Myanmar Citizenship Law (1982).

On January 19, 39 Chin organizations and 545 individuals inside and outside the country issued a four-point appeal urging all sides to keep the will of the Chin people and the goal of overthrowing dictatorship at the forefront and to seek collective, negotiated solutions, as the Chinland Constitution (2023) and the enactment and formation of the Chinland Council have created conditions that could lead to military and political conflict among Chin revolutionary forces.
