Karenni State Consultative Council

The Karenni State Consultative Council (KSCC) was formed on April 9, 2021, bringing together all of Karenni State's 2020-elected representatives, political parties, ethnic armed revolutionary organizations, civil society organizations, youth and women's organizations, and intellectuals.

It aims to build a future federal democratic union and, during the current revolutionary/interim period, to strengthen coordination and achieve unity among forces in Karenni State, and to adopt and implement Karenni State's political directions as a common position among the forces.

The KSCC's first conference was held on January 17, 2023, at which 11 state consultative council members were selected and confirmed from representatives nominated by six forces: the Karenni National Progressive Party, the Karenni State Interim Legislative Body, the Karenni State Women's Force, the Karenni State Ethnic Youth Force, Karenni State civil society organizations, and the Karenni Nationalities Defence Force; and a seven-member KSCC executive was elected by secret ballot.

The KSCC's four main political directions are ending military dictatorship and all dictatorship; abolishing the 2008 Constitution; the emergence of a constitution based on a federal democratic system that fully guarantees national equality, justice and self-determination; and fully exercising self-determination in Karenni State. The Karenni Nationalities Defence Force (KNDF), under the KSCC's political guidance, was formed on May 21, 2021, and is fighting across Karenni State with 22 battalions divided among six strategic commands. Under KSCC guidance, the Karenni State Police (KSP) was also formed on September 25, 2021, and has opened up to 12 police stations in Karenni territory.

The KSCC has a Karenni State Humanitarian Committee, which collects data on and documents displaced people, meets and comforts them, and provides basic food supplies. It also has a CDM Committee, formed on October 23, 2021, which connects CDM staff with NGOs, international donors and the National Unity Government for assistance and creates job opportunities; a Karenni State Education Committee formed in August 2021; and a Karenni State Health Committee to provide health services.

To implement the KSCC's processes and strategies and carry out the work needed for its meetings, the Karenni State Consultative Council Technical Secretariat was formed on April 14, 2021. The KSCC held its first conference on January 17–20, 2023, electing and confirming council members and the executive. That conference also adopted the Karenni State Interim Arrangement (draft) submitted by the drafting committee. The KSCC's next strategies are strengthening the KSCC, developing strategies for alliance relations, putting its self-determination into practice, developing security arrangements for the state, and the emergence of a genuine federal union.

The KSCC has issued Federal Democracy Charter Part 1 (Declaration of Federal Democratic Union) and Part 2 (Interim Constitutional Arrangements) in the Kayaw, Manu Manaw (Kawyaw), Geba and Kayan languages.

It continuously issues announcements on the suffering of displaced people in Karenni State, the military council's crimes against humanity, health services, education, security alerts, and the work it carries out with partners.

The Interim Executive Council of Karenni State (IEC) was formed on June 6, 2023, under the KSCC's political leadership and policy guidance. The KSCC is a member organization of the National Unity Consultative Council (NUCC).

    The Karenni Nationalities Defence Force (KNDF) stated on December 14 that a school principal, a physical training instructor, and a training assistant responsible for the deaths of 18 medic trainees who had attended in Frontline Combat Medic, had been sentenced to prison for a conspicuous offense by the Central Military Tribunal.

  • KNDF Presents Evidence on Toxic Gas Attack by Military Regime

    The Karenni Nationalities Defense Force (KNDF) stated on December 13th along with the evidence that during the fighting on December 7th and 8th near Moebye township between Karenni and Shan states, the terrorist military group used S-HPOS branded toxic gas tablets in a drone-launched bombing.

    The Karenni State Consultative Council (KSCC) announced on November 19 with the signature of the council president that the interim health policy to be applied in Karenni State has been approved with amendments and additions and enacted by Resolution No. (1/41) at the council's 41st regular meeting.

  • IEC warned that Mobye dam breaching is deliberate

    The 422nd Infantry Battalion of the terrorist group based in Mobye, recklessly opened the gates of the Mobye dam in the early morning of July 25th, causing disruption to the local farmers and the people, so the Karenni State Interim Executive Council (IEC) issued a declaration of emergency on 1/2024 to warn of the flood risk.

    The Karenni Interim Administration Council (IEC) announced on June 21 that 12 prisoners were granted amnesty and 105 prisoners were granted amnesty under the Karenni interim measures and judicial measures laws in recognition of the 149th anniversary of the Karenni people's national day and humanitarianism.
