Pa-O National Federal Council
The Pa-O National Federal Council (PNFC) was formed by the Pa-O National Federal Conference on December 11, 2021. It has 15 council members, and its chair is Khun Myint Tun.
The PNFC has three departments: political, military and administration. Its objectives are (1) to resist to the end any form of dictatorship, including military dictatorship; (2) to fight Burman chauvinism and narrow nationalism; (3) to work with people of all ethnicities who share the same goals in building a federal democratic union; (4) to form a federal democratic union of member states with national equality and self-determination; (5) to allow new states to emerge in that union in line with the constitution's provisions; (6) to bring about a Pa-O National State as a new member state of the union in accordance with the law; and (7) to protect the lives and property of people of all ethnicities, including the Pa-O, and to prevent human rights violations.
The PNFC brings together five pillars, including Pa-O forces from southern Shan State and the lowland areas of Mon State, Bago Region and Karen State, Pa-O forces abroad, Pa-O forces taking part in the revolution against dictatorship, and Pa-O youth forces. The five pillars have not been specified exactly.
Under the PNFC's political leadership there are two Pa-O people's defence forces, Kham Koung and Kham Dom. The PNFC has drafted basic military rules and formed military departments, organizing military command into three areas: Pa-O National Defense Force – Kham Dom (Area 1), Pa-O National Defense Force – Kham Dom (Area 2), and Pa-O National Defense Force – Kham Koung (Area 3). The PNDF-Kham Dom is also part of the partner revolutionary joint forces of KNU Thaton District, Brigade (1).
It has issued statements on violations against civilians and appeals to the international community. Together with the NUG and KSCC, it also issued a joint statement on the terrorist junta's brutal mass killing of 22 people in Nam Neint village, Pinlaung Township. It has also formed a Pa-O national CDM force, the Pa-O National Federal Council-CDM.
Sponsored by the PNFC, it is implementing the "PNFC Interim Basic Education Free Online School" in cooperation with NUG-MoE. In cooperation with the NUG, it also sells lottery bonds and EOD shares. It is also an agent for the NUGPay mobile wallet project.
The PNFC is a member organization of the National Unity Consultative Council (NUCC).

Ethnic and federal councils declare that the country will only be built through a Bottom-Up Federalism approach

The 8 State-based Ethnic Resistance Organizations and the State/Nationalities Representative Council, and the Women's League of Burma (WLB) released a joint statement on September 19 regarding the establishment of a future federal democratic union which was related to pursuance of a strong federal union through strengthened the state-level structures (Bottom-up Federalism).
The chronicles of the fall of the North-Eastern Command
The Northeastern Regional Military Command was separated from the Eastern Regional Military Command established in Taunggyi in 1961 to more effectively handle the activities of the Communist Party of Burma in the country on July 27, 1972, and was established based in Lashio. In 1949, the Karen National Defence Organisation (KNDO) attacked and occupied the Northern Regional Military Headquarters based in Pyin Oo Lwin @ Mammy, and the "Northeastern Regional Military Command" has been recorded as the first regional military command to surrender for a terrorist military junta in 75 years.
Second People's Assembly Approves Three Resolutions on Pa Thone Lone, Military Conscription and the 1982 Citizenship Law
The NUCC announced that the second People's Assembly, led by the National Unity Consultative Council (NUCC) and held over five days from April 4 to 9, adopted three resolutions concerning local administration and the rule of law, the terrorist military's illegitimate People's Military Service Law, and the Myanmar Citizenship Law (1982).
Pa-O Federal Council Announces Cooperation with PNLO
In a statement titled "Statement on the Situation in the Pa-O Region" issued on January 27, the Pa-O National Federal Council (PNFC) said it seriously welcomed and would cooperate with the Pa-O National Liberation Organization (PNLO)'s statement that it would "fight alongside fellow allied brothers until military dictatorship is ended and the federal democratic system the whole people long for is achieved."
Reactions of revolutionary forces on junta's artillery attacks at Munglai Hkyet IDP camp
Military junta intentionally bombarded Munglai Hkyet IDP Camp near Laiza in Kachin State at 11 pm on 9 October 2023. The indiscriminate attack killed 31 internally displaced persons (IDP) including 13 children and injured more than 20. Most of the deceased are women and girls in the attack that destroyed 50 shelters.
